Complaint Regarding Denial of Railway Concession for Thalassemia Major Patient
Complaint Description
Respected Sir/Madam, I am writing to lodge a complaint regarding the denial of railway concession for my 2-year-old son, who is suffering from Thalassemia Major. My son is required to travel from Nagpur to Katpadi (CMC Vellore) for his medical treatment. I approached the Amravati Railway Station Booking/Reservation Counter to enquire about and obtain the concessional railway ticket. I produced the medical certificate issued by the District Government Hospital, Amravati. However, the railway staff refused to provide the concession and stated that the signature and stamp of the doctor/Officer of CMC Vellore, where the treatment is proposed to be taken, are mandatory. I respectfully request clarification on the following points: 1. Is there any specific Railway Rule, Clause, Serial Number or Circular which makes the signature and stamp of the doctor/Officer of the hospital where the patient is going to take treatment mandatory for availing Thalassemia Major railway concession? 2. If such a requirement exists, kindly provide me with the relevant Rule/Clause/Circular or an official copy/link specifying the same. 3. If the prescribed concession certificate issued by the Officer-in-Charge of a recognised Government Hospital, such as District Government Hospital, Amravati, is otherwise acceptable under the Railway Rules, kindly clarify whether the same can be used for availing the concession. 4. Since my actual proposed journey is Nagpur to Katpadi, kindly clarify the procedure for obtaining the applicable railway concession for this journey. 5. Kindly provide me with a written clarification regarding the reason for denial of concession at Amravati Railway Station and the specific rule under which the concession was denied. My son is only 2 years old and is suffering from Thalassemia Major. The proposed journey is solely for his medical treatment at CMC Vellore. I therefore request that the matter may kindly be considered on priority and appropriate directions may be issued so that the eligible railway concession can be availed as per the applicable rules.
